Step 2
-Add a layer style by clicking the fx button from bottom on layers box and clicking Pattern Overlay.

Click the gear button again , then click Small List, now chose the 4th pattern from the bottom of the list called Brush Pen on Canvas.

I advise after this step to right click Layer 1 and transform it to Smart Object, so the layer style does not interfere with future modifictaions.
Step 5
-Click the Filter option from the above menu, click Render then click Lightning Effect .Add the values from the picture below (also add 75 to ambience) ,and just play arround with the lightning effect shape, untill you get close to this. Place it where it looks good.
Step 6
-Add 2 more Lightning effects, place them as in the image below.
Step 7

Step 10
-Add a nice effect by creating a rectangle as long as the text ,with a small height, so it looks like a line,
Step 11
-Change the Fill of the rectangle to 0, then copy the layer style from the text layer, and paste it over the rectangle.
Modify the values of the Inner Shadow and of the Drop shadow styles as shown in the images below
Step 12
-Duplicate the rectangle (line) layer ,or copy it by clicking Alt + Shift and drag it under the layer to achieve this look.
Step 13
-Add annother 2 rectangles ,smaller in width then the first one, place one above and one below.
Step 14
